Central American airspace — collectively managed under the CENAMER FIR (Flight Information Region) — is one of the busiest aerial corridors in the Americas. Routes connecting North America, South America, and the Caribbean pass directly through it, making CENAMER a critical waypoint for a significant portion of international aviation traffic.

But flying through CENAMER airspace isn't simply a matter of filing a flight plan. Overflight permits are required, and the process involves coordinating with multiple countries and authorities. Here's what you need to know.


What Is CENAMER?

CENAMER stands for Central American Flight Information Region. It encompasses the airspace over Guatemala, Belize, Honduras, El Salvador, Nicaragua, Costa Rica, and Panama. The region is managed cooperatively, but each country retains authority over its own national airspace — meaning overflight through the full corridor can require separate authorizations from multiple states.


Which Countries Require Overflight Permits in CENAMER?

Permit requirements vary by country and by the type of operation. As a general rule:

—  Nicaragua (ICAO prefix MN) — requires advance overflight permits for non-scheduled operations

—  Cuba (ICAO prefix MU) — strict permit process with 48-72 hour lead times (see our separate guide)

—  Panama (ICAO prefix MP) — permits required for non-scheduled and charter flights

—  Colombia (ICAO prefix SK) — overflight permits required for all non-scheduled traffic entering Colombian airspace from CENAMER

—  Costa Rica (ICAO prefix MR) — overflight and landing permits managed through DGAC

Scheduled commercial operations may benefit from standing blanket permits, but charter, executive, and non-scheduled operators must apply individually for each flight.


What Documents Are Required for CENAMER Overflight Permits?

While specific requirements vary by country, the standard documentation package for CENAMER overflight permits includes:

—  Aircraft registration certificate

—  Air Operator Certificate (AOC) or equivalent

—  Full flight plan with entry and exit coordinates for each FIR

—  Crew list with license numbers and nationalities

—  Passenger manifest for non-scheduled flights

—  Certificate of insurance covering the relevant airspace

—  Dangerous goods declaration if applicable

Submitting an incomplete package is the most common source of delays. All documents must match exactly — discrepancies between the flight plan and the permit application are grounds for rejection.


Lead Times for CENAMER Overflight Permits

Lead times across CENAMER vary by country but generally fall between 24 and 72 hours for standard non-scheduled operations. Nicaragua and Cuba consistently require the longest lead times. Panama and Costa Rica can often process permits within 24 hours for straightforward operations, but this should never be assumed.

For time-sensitive or complex routings — particularly those transiting Cuba and Nicaragua in the same flight plan — we recommend submitting permit requests at least 72 hours in advance.
